My understanding is that WineOnline.ca is a full LCBO "agent". Agents are private companies that represent wineries but the wine that they source are stored and managed by the LCBO. Agents like wineonline are responsible for marketing these wines to restaurants / public and often can source wines that never make it to LCBO shelves. The agent handles the financial transaction (i.e. you pay the agent and they arrange delivery) but everything is managed by the LCBO indirectly.
